CONSTITUTION AND RULES OF THE EXECUTIVE COUNCIL ATTACHED TO THE OFFICE OF THE GOVERNOR OF KWONG TUNG.

(N.B. This has been agreed to by Ch'an Kwing King under his signa-

ture and seal),

The Governor being desirous of centralising the powers of admini»- tration in one single body, and of securing the services of talent- ed men to assist him therein, establishes an Executive Council in the Governor's Office. The duties and powers of the said Council are to be in accordance with these Rules.

2. The Executive Council is the government organisation which considera

4. The Executive Council shall have power to deliberate and decide on

the following matters:

a. All foreign affairs of the Province.

b. All the internal affairs of the Province,

o. All matters pertaining to civil administration, finance and the

appointment and dismissal of public oficials in the Province. d. All matters in connection with the improvement of Education in

the Province,

e. All matters concerning the improvement of the judicial system

and legal matters of the Province,

f. All matters concerning the development of industries in the Pro-

vince.

g. All matters concerning taxation, the collection of revenue, the expediture of the Government, and the preparation of estimates and accounts.

h. All matters concerning the correspondence with and resślutions

of the Provincial Assembly.

1. All matters concerning the deliberation-s of the Provincial AS-

sembly and the replies thereto,

J. And all such other matters as the Governor may, on special

occasions, bring forth for examination and discussion.

5. The members of the Executive Council shall have, in 11 the mattere

ernor.

6, Six members of the Executive Council shall be invited by the Gov-

ernor by special letters; the remaining members shall be selected by the members themselves,

7. A Vice-Chairman shall be appointed so that when the Governor is un-

able to attend meetings the Vice-Chairman shall take his place.
